Its a 'brand name' for a program that TAFE / DET uses in NSW. I quite amusingly got the "internet Sheriff" warning window recently when trying to book a ticket on 'Virgin Blue' airlines from TAFE. So, you can see how it is intended to work - even though sometimes it is triggered by innocent requests.
